regarding the extremely loud noise downtown from motor vehicles, both from
motorcycles and autos with boom box stereos?

I love the concept of PEDESTRIAN ZONES, as in the heart of Charlottesville, in European style. Create a huge parking lot (or second Parking Garage) and declare the lower end of William St. and most of Caroline as a pedestrian zone, with restaurants, coffee shops, gift stands, ice cream vendors, outdoor performers (music, art)...smack in the middle of both streets.
Great idea Lilo. Maybe that will get some consideration as the river front enhancements get closer to fruition. The downtown mall is Charlottesville is a great area and much more vital it seems than when I worked in downtown C-ville 30 plus years ago.
